SPEAKERS:  

David Manne – Human rights lawyer and Executive Director, Refugee Legal

David Manne is a human rights lawyer and Executive Director of Refugee Legal.

He has worked in various capacities assisting refugees and asylum seekers for over 20 years.
 

Since 2001 he has led Refugee Legal’s legal teams in successfully arguing 11 out of 11 landmark High Court challenges. David previously sat on the Board of the Refugee Council of Australia and the Victorian Foundation for Survivors of Torture Ethics Committee.  

He currently sits on the Peter McMullin Centre on Statelessness Advisory Board, and on a range of peak government consultative and advisory bodies. He has been appointed to the UN High Commissioner for Refugees Advisory Board of Eminent Persons and is regularly invited to present at the UN High Commissioner’s Dialogue on Protection Challenges. David has been the recipient of numerous prestigious awards and is frequently named as one of Australia’s leading immigration lawyers in the Australian edition of Best Lawyers.

Tracey CabrieGeneral Manager, Asylum Seeker Health Services, Cabrini Outreach  

Tracey Cabrie (RN, MPH) is the General Manager of Cabrini Outreach’s Asylum Seeker Health Services. She has a diverse nursing and public health background in paediatrics, asylum seeker and refugee health, infectious diseases and international health.  

For the last 20 years she has been working with people seeking asylum, internally displaced populations and refugees both domestically and overseas within not-for-profit community-based organisations, community health and in the tertiary health sector.  

Tracey has held leadership roles for over 10 years and has a broad understanding and experience of the policy environment, collaborative sector partnerships, health inequities and the social and psychosocial determinants of health impacting on clients and the service sector.

Danijel MalbasaDanijel Malbasa is a refugee from the wars in the former Yugoslavia  

Daniel Malbasa is a practicing lawyer working in employment law and industrial relations in the Australian trade union movement.  

Driven by the need and responsibility to humanise the plight of refugees, Danijel started writing about his refugee experience. This led him to develop an interest in refugee-led leadership. He was a founding member of the National Refugee-led Advocacy and Advisory Group (NRAAG). He served as Deputy Chair of the Forcibly Displaced People Network (FDPN). He was recently appointed by the Australian Government to the inaugural Australian Refugee Advisory Panel.  

In December 2023, he was the first refugee to co-deliver our national statement to the Global Refugee Forum at the United Nations as part of the Australian Government Delegation. He is also the inaugural winner of the Australia for UNHCR, SBS and Les Murray Award for Refugee Recognition. He is currently working with Act for Peace and the Kaldor Centre on a universal declaration on the right of refugees and others experiencing displacement to participate in decisions that impact their human rights.

Ruth LesmanaClient Services Manager, House of Welcome, St Francis Social Services   

Ruth Lesmana is Client Services Manager at House of Welcome. 

 Prior to joining the House of Welcome team in 2019, Ruth was based along the Thai-Burma border serving as Director of Training at Global Alms Incorporated, an Australian not-for-profit organisation dedicated to the elimination of trafficking, sexual exploitation and physical abuse of men, women and children, particularly forcibly displaced peoples along the border.  

 Since young, Ruth has remained committed to working with local communities in recognising their inherent strengths and advocating for equal access and opportunity. In her current role, Ruth oversees the housing, casework and employment programs of House of Welcome. These programs aim to provide people seeking asylum with the supports required to become self-sufficient and financially independent individuals, advocating for their own rights as contributing members of the community.
